New electronic address: healingrouss19@rambler.ru Special News VI CONGRESS OF ELITE traditional medicine practitioners and faith healers, which took place in MOSCOW on February 5-6, 2010, approved the decisions taken by the International Conference of folk medicine practitioners and healers, dedicated to Ya. G. Galperin, which was hold in MOSCOW, November, 2009, and observed a three minute silence in his remembrance. The candidacy of the Chair of ENIOM Non-Commercial Partnership's board Igor Yakovlevich Galperin (Kharlampovich), a worthy successor of his father Yakov Grigorievich Galperin, was approved as President of the International Professional Medical Association of complementary and folk practitioners, psychologists and healers. The candidacy of professor Andrei Gendinovich Lee was approved as President of the International Academy of Proscopic Sciences named after M. Nostradamus. The CONGRESS attendants confirmed that health- and healthcare-related problems have to be solved based on the principles of the integrity of an individual, whose health is determined by four basic aspects: spiritual, physical, physiological and somatic. Provided these are combined, one can guarantee the recovery could have stable effect. It should be noted, that at no other stage but during pre-illness (pre-malaise) many therapeutic methods of complementary medicine produce a crucial impact. Here lies the principal similarity between COMPLEMENTARY MEDICINE and EUROPEAN ALTERNATIVE MEDICINE, which was for the first time informally allowed, when talking about the post soviet territory, in the REPUBLIC OF BELARUS, where by law folk medicine, in the aspect of its integration with official (orthodox, classical, public) medicine, may not be practiced or advertised. The treatment and cure for diseases are up to the public medicine practitioners, while different sorts of faith healers, fortune-tellers, quacks, shamans, to say nothing about magicians, witches and extrasensory individuals, may not be entitled to practice such activity. Therefore ALTERNATIVE MEDICINE, based on the principles of the SPIRIT AND BODY entirety, is to assist the needy to restore their health, and its representatives have to be spiritualized and highly educated individuals with innate (Indigo Children) or instilled (in childhood) spirituality. Life proves, that an individual having no ear for music will never become a real musician even through hard learning and knowledge of printed music, though "an ear for spirituality" may and has to be trained in the childhood. For a few years IN USA, EUROPE, LATIN AMERICA, RUSSIA AND KAZAKHSTAN people blessed with divine faculties have been selected and given further training in the area of COMPLEMENTARY AND ALTERNATIVE MEDICINE. A similar High School operates in the REPUBLIC OF BELARUS as well; spiritually gifted scientists (candidates and doctors of science) teach here, thus following their mission with RUSSIA to promote innovations and new technologies in the area of health improvement of the nation, as well as discoveries in the area of metaphysics, eniopsychology and spiritual cybernetics. Masters of "beyond-the-limits" sciences (those going beyond the limits of atheistic and materialistic outlooks) are awarded the Nobel Prizes abroad. RUSSIA AND BELARUS also have scientists, whose contribution, being regarded as a driving force of progress, is marked, on the international level, through awarding them the titles of an "honorary doctor", "honorary professor" of some highly reputed universities of Europe and Latin America. YAKOV GRIGORIEVICH GALPERIN has been and will always stay a bright representative of such community of scientists, who integrate theory and practice of spiritual outlooks. Therefore, at the CONGRESS OF ELITE practitioners a decision was made and approved to include the program of the 6th International Scientific Conference "Physics of Consciousness in the aspect of healthy life-style", announced for April 23-24, 2010 (MINSK, BELARUS), into the program of the III International Scientific Congress "Eniophilosophy, Eniopsychology and Eniology", dedicated to the 150th anniversary of Rudolf Steiner (27.02.1861 - 27.02.2011), the patriarch of Anthroposophy, - date of congress: February 25-27, 2011 (BERLIN, GERMANY). The Organizing Committee will be represented by the persons acting on behalf of the academies, institutes and research centers of EUROPE AND ASIA leading in the area of innovation technologies for human potential. On behalf of the Organizing Committee's Chairperson Igor Yakovlevich Galperin (Kharlampovich), the CONGRESS summarized the achievements made by professionals (elite practitioners) in the area of traditional folk medicine and faith healing, awarding each of them the service medal "To a complete surrender of self to the cause of human health". The inspired scientists of the World Association of the 21st Century Scientists are pleased to announce to the whole world that our website recommenced its work. About three years have passed since it was declared about the results of the 5th International Scientific Conference (10th Anniversary) "Folk Medicine of Belarus". Great enlighteners of our civilization, the founders of a most progressive science under the name of ENIOLOGY, have deceased over this period: Khantseverov Firiaz Rakhimovich, Akimov Anatoliy Yevgenievich, Lobanovskaya Olga Ivanovna, Goskov Pavel Innokentievich, Kasianova Lyubov Pavlovna and others. Spiritual ignorance and atheistic dogmatism do their best to stop the enhancement of Slavonic peoples' spiritualized science. The insulting words, like 'pseudo-scientist', 'pseudo-science', extremist 'psychological saboteurs' (carrying out a "psychological sabotage against their own folks - Ukrainians, Belarusians and Russians", are repeatedly pronounced with reference to the remarkable researchers. The progress of a scientific thought stops where it faces dogmatists' arbitrariness. Hence, the inspired scientists of the World Association of the 21st Century Scientists have come to a decision not to stay aside, but declare to the whole international community about a new science origination. This science, called ENIOPSYCHOLOGY, is able to contribute to the process of spiritualization of all nations over the Globe. On February 6-7, 2009 V Congress of Elite traditional medicine practitioners and faith healers took place in Moscow. The Congress attendants were representing research and public schools found by numerous organizations, traditional medicine centers from Russia, Belarus, as well as from post Soviet and foreign countries. The professionals, who are people blessed with divine faculties, summoned up the outcomes of their efforts aimed at health improvement of all Earth human beings and ecology of the above-ground and cosmic ether thought, made by them throughout the year 2008, which at its start was declared the year of the family. The name of the First President of the World Association of the 21st Century Scientists Academician GALPERIN Yakov Grigorievich, elected unanimously by the Presidium of Academic Senate on January 28, 2009, was announced to the Congress delegates and approved by them with a storm of applause. This informal public organization, known worldwide through its website www.scien.open.by, consolidates enlighteners, whose thoughts are focused on the spiritual renaissance of the entire planet. The approval by the Congress of the Republic of Belarus as a birthplace of ENIOPSYCHOLOGY was of no less importance. This was initially announced at the 5th International Scientific Conference (10th Anniversary) "Folk Medicine of Belarus" on April 20-21, 2006. All research work in the sphere of eniopsychology is being carried out by a group of researchers under the supervision of the Vice-President of the World Association of the 21st Century Scientists and International Academy of Energoinformation sciences (in Belarus) Professor Krishnev Valeriy Kuzmich. The Congress stated the fact that the highest longevity rate is registered in the states, where traditional medicine is acknowledged as a priority constituent of the national healthcare system. To separate from the World Health Organization by putting the word 'health' under a ban in public commercial advertising, as is proposed by some Health Ministries' officials, is a measure, which is absolutely different from what we understand as a contribution to the cause of the world healthcare. People will be able to help each other only if they go hand in hand, like "connecting vessels". However, this is a matter of time. Meanwhile, let us recall what was said by the Chief of the Folk and Non-Traditional Medicine Committee under the Ukrainian Health Ministry Garnik Tatiana Petrovna: "Folk medicine is an aggregate of knowledge passed over from one generation to another, either in a spoken or written form, for the purpose of diagnosing, curing (treating a disease till a person fully recovers) and preventing illnesses, in short - for the public health improvement", while "classical (orthodox) medicine means scientific research and clinical verification of an ailment, followed by its treatment, or, otherwise, verification of a person being in good health". Based on the foregoing, one can make the following conclusion: if a physician does not dispose of a certain aggregate of knowledge required for improving a patient's health, then, his primary task is no more than "investigating diseases, ascribing to a disease the doctor's name, registering deaths, and, consequently, getting an academic degree for discovering a new 'incurable' disease". Thus, it is only possible to achieve the desired effect in treating a disease through a joint effort of a doctor and a folk medicine practitioner, when the former renders assistance to the latter (not vice versa). The following quotation from the views the Ukrainian folk practitioner Maria Stephania on the matter might also be suitable here: "There are no healers or therapists, there are only medical advisers and juggler quacks, as there's only one doctor who cures - our Lord. We have to stop a disease, or suspend it and bear it, while the search for miraculous healing ends in delusion and ruin". The said is really true to life and is confirmed by investigations performed by researchers and educators of eniopsychology from the International Academy of healing arts and eniopsychology of Belarus. The International Professional Medical Association of traditional folk medicine practitioners and healers is to deal with the issues of protection of scientists' and healers' rights. In accordance with Article 62 of the Act 'Fundamental principles of the Russian Federation legislation on health protection of citizens' No.1318 of June 22, 1993, the Association is to take part in the development of medical and healing ethics norms, as well as to deal with the issues relating to the said norms violation. At the same time, those website-owners, who grant the possibility for their visitors to advertise activities on Internet forums, have to be considerate enough, as this sort of ads might appear mere lies, fraud or slander. No one is allowed to abuse a moral right for presumption of innocence. A decision was made with regard to Ukrainian website administrators "Personality may not stand violation", "All-Ukrainian Project on Safeguarding Medical Practitioners' Rights" and others, who are recommended to pay special attention to the facts of displaying undermining messages by some "bad faith visitors", who do not respect forums' rules relating to the credibility of information. The Elite Congress marked, that the International Professional Medical Association of traditional folk practitioners and healers and All-Russian Professional Medical Association of traditional folk practitioners and healers are open for cooperation on all levels. The world scientific community grieves over the untimely death of the first President of the World Association of Scientists of the 21st Century, the outstanding teacher, organizer and scientist Yakov GALPERIN. All his life was dedicated to the problem of health improvement of the earthlings, regardless of their nationality, race and social position. Let the name of Yakov GALPERIN be present in the minds of our children and grandchildren, because he was always in the forefront of fight for human health. All spiritual people of the world community will hold him and his homily: "Hurry up to do good, and you will be repaid" in their memory and hearts.
